Rescind Resolution for Internal Appointment

INFORMATION:

 

At a meeting held July 5, 2021, Council passed the following resolution respecting the appointment of Debra Hopkins:

“That Council approve, effective July 5th, 2021, the following appointments for Debra Hopkins, Manager of Corporate Services:

                     Corporate Officer pursuant to s. 148 of the Community Charter;

                     Deputy Business Licence Officer pursuant to the Township’s Business Licence and Regulation Bylaw, 2013, No. 2810; and,

                     Alternate Secretary for the Board of Variance. Pursuant to the Township’s Board of Variance Bylaw, 2014, No. 2831.”

 

Staff are requesting that Council rescind two of the appointments included in the above noted resolution as follows:

                     Deputy Business Licence Officer, and

                     Alternate Secretary for the Board of Variance.

The appointment as Corporate Officer will remain in effect as originally resolved.

 

There is no requirement for Council to appoint an alternate secretary to the Board of Variance in section 5 of the Board of Variance Bylaw, 2014, No. 2831, and further section 8 of the Business Licence Regulation Bylaw, 2013, No. 2810 states that Council may appoint “a Licence Officer and one or more Deputy Licence Officers”. The use of “may” in this clause allows for discretion and indicates that the appointment of a Deputy Licence Officer is not a requirement under the bylaw. Currently Bill Brown, Director of Development Services, is appointed as the Secretary to the Board of Variance, and Blair MacDonald as the Licence Officer until his recent retirement.

 

Since the appointment was made in 2021, new staff roles have been established that are able to take on these duties for the municipality. Rescinding the appointments as requested allows the organization to better utilize staff expertise and manage workloads and provides flexibility for the Chief Administrative Officer to make changes efficiently as appropriate at the operational level.
