RECOMMENDATION:

Recommendation
That Council award a construction contract (ENG #25-04), optional and provisional work and future change orders within the approved budget, to Don Mann Excavating Ltd. in the amount of $718,053.71 excluding GST, for Uganda Pump Station Upgrades, as described in Staff Report EPW-25-014.

EXECUTIVE SUMMARY:

The purpose of this report is to award a construction contract for required upgrades to the Uganda sewage pump station which is located on Uganda Avenue between McNaughton Avenue and Selkirk Avenue

BACKGROUND:

The Township of Esquimalt is committed to maintaining and improving its infrastructure through capital replacements/upgrades to ensure reliable and efficient infrastructure for its residents.

The Uganda pump station services the area northeast of Craigflower Road and Tillicum Road extending to our borders with the District of Saanich and the City of Victoria. The lift station requires upgrades in the near term to replace pumps that are at the end of their functional lifespan as well as a new backup generator to reduce downtime. As a part of the upgrades, electrical components, controllers, outlet piping, access hatch/grate and other safety upgrades will be completed.

This project is identi?ed as a high priority pump station project to be completed in the ?rst 10 years of the Sanitary Sewer Asset Management Plan. This project has become an urgent priority as one of the two pumps in the station is currently o?line with an unknown issue.

Tender Summary

On July 25th, 2025, an invitation to tender was posted for the Uganda Pump Station Upgrades project. The invitation closed on August 22, 2025. The following is a summary of the three bids received:

Staff and the Township's consultant reviewed the bids and determined all three bids meet the requirements of the tender. Don Mann Excavating Ltd. is the low bidder and will be the only bid listed for the remainder of this report.

Below is a breakdown by project of the budget compared to the total costs using the low bid. All costs include consultant fees (design and construction administration) and construction bid amounts. Contingency is not included and is expected to be used from the difference between budget and projected costs.

These tenders were based on MMCD Contracts, which permit the Township to change the quantities if the quantity change is 15% or less. Any change beyond 15% requires approval from the contractor and is subject to unit rate changes.

ANALYSIS:

Staff recommend awarding the contract to the low bidder Don Mann Excavating Ltd.

The scope of work is as described in this report and shown in the design drawings shown in Attachment 1.

The low bidder for this project is within the budget and allows for sufficient contingency to be used during construction. If awarded, construction would start in Fall 2025 and extend into Winter 2026.

Environmental Impact:

The Uganda Pump Station Upgrades will reduce risk to the environment by reducing the chances of pump station failure. Not managing sanitary sewer infrastructure in a proactive way increases risk to the environment. Currently the Township is reactive and implementing proposed upgrades will add resiliency to our sanitary system and move the Township towards a proactive approach.


OPTIONS:

1. That Council award a construction contract (ENG #25-04), optional and provisional work and future change orders within the approved budget, to Don Mann Excavating Ltd. in the amount of $718,053.71 excluding GST, for Uganda Pump Station Upgrades, as described in Staff Report EPW-25-014.

2. That Council request additional information from staff.

3. That Council provide alternate direction to staff.

COUNCIL PRIORITY:

FINANCIAL IMPACT:

The 2025-2029 Financial Plan identifies the following budget:
* 2025 (approved budget)
- $1,095,065.98 Sanitary Sewer Infrastructure Renewals - Capital Projects Reserve Fund
- $71,500.00 Sanitary Sewer Infrastructure Renewals - Contributions from Development

Allocated consultant fees amount to $155,544.35 and are currently on budget. Consultant fees will also be drawn from the above budget (Capital Projects Reserve Fund)

The bid for the Uganda Pump Station Upgrades combined with the allocated consultant fees are with the overall budget and below Class B estimates for the works and will allow for $351,635.45 in project contingency, if required.

COMMUNICATIONS/ENGAGEMENT:

Communications during construction will be managed by staff and the contractor. Staff will mail a letter to the adjacent residents near the pump station in advance of construction to explain the project and impacts. The contractor will be required to notify residents during construction of traffic and pedestrian impacts.

TIMELINES & NEXT STEPS:

The next step in this project is issuance of a notice of award pending Council approval. Substantial completion for the construction phase is currently identified as March 2, 2026.
