Recommendation

That Council approve the implementation of Traffic Order 1351 for “Residential Only Permit Parking” signage to be installed on the north side of Craigflower Road commencing 113m west of the intersection of Craigflower Road and Tillicum Road and extending 150m west on Craigflower Road as set out in EPW-24-015.

EXECUTIVE SUMMARY:

 

The purpose of this report is to implement Residential Only Permit Parking on Craigflower Road.

 

 

BACKGROUND:

 

Craigflower Road is a major road with the streetscape being primarily comprised of single-family homes and apartment complexes. Between Sioux Place and shortly west of Tillicum Road, at 1020 Craigflower Road, there is a service road also named Craigflower Road. The service road portion acts as a local road comprised of single-family homes. Between Sioux Place and the Parks Yard entrance at 1100 Craigflower Road there is Residential Only Permit Parking (Permit Parking).  The remaining portion of the service road currently has no parking restrictions.

 

The Township has received a request for the implementation of Residential Only Permit Parking from the residents on the section of the service road without parking restrictions. Their concern is that non-resident vehicles are currently occupying the roadway and this problem will worsen with new developments. See Attachment 1 for Traffic Order and site map.

 

ANALYSIS:

 

In accordance with Council Policy E&PW-03 Township Guide to Parking Restrictions (Guide), the lead resident undertook the canvassing of the residents on the street.

 

The results of the survey are:

                     Number of properties canvassed: 13 of 13 (100%)

                     Test 1 - 90% of properties canvassed

                     Number of properties signed the petition: 11 of 13 (85%)

                     Test 2 -80% of properties signed the petition

 

See Attachment 2 for Parking Petition. As per the Guide, the petition meets both tests for a parking restriction to be implemented.

 

Residential Only Permit Parking was selected for this section to match the existing Permit Parking zone on the corridor. The existing Permit Parking was originally implemented out of concerns that Residential Parking Only would not address the issue at the time due to the opposing development on the south side of Craigflower. The existing Permit Parking is one of only a few locations in the Township. The proposed extension of this Permit Parking to include the remainder of the service road identified in this report will use the existing process and will not reflect potential upcoming changes within the Parking Strategy. Permits will be issued following existing practices which see residents receive two free parking permits. These permits are paper permits printed by Township staff. 

 

The proposed new parking restriction would see residential only parking permit signs installed on the north side of Craigflower Road commencing 113m west of the intersection of Craigflower Road and Tillicum Road and extending 150m west on Craigflower Road as set out in EPW-24-015. Signage will be installed as per Part IV, Division 1, section 14 (n) of the Streets and Traffic Regulation Bylaw, 2017, No. 2898.

 

 

OPTIONS:

 

1.                     That Council approve the implementation of Traffic Order 1351 for “Residential Only Permit Parking” signage to be installed on the north side of Craigflower Road commencing 113m west of the intersection of Craigflower Road and Tillicum Road and extending 150m west on Craigflower Road as set out in EPW-24-015.

 

2.                     That Council request additional information from staff.

 

3.                     That Council provide alternate direction to staff.

FINANCIAL IMPACT: 

 

The Traffic Order implementation, paint changes, and enforcement can be accommodated within the current operational budgets for the various departments that will be involved in the issuing of the Traffic Order.

 

COMMUNICATIONS/ENGAGEMENT: 

 

Once approved, due to the relative effect of this traffic order, no prior public notification will be issued. The lead resident would be informed that the petition was accepted and that the Traffic Order will be implemented. It is assumed that the lead individual will update the signers of the petition. After the signage has been installed, the users of on-street parking will be given a one-week grace period before tickets will be issued.

 

TIMELINES & NEXT STEPS:

 

Once approved, staff will implement signage based on operational availability.
