Recommendation

That Council instruct staff to bring forward the suggested revisions to the OCP (Schedule “A”) for Council’s consideration at second reading of the OCP bylaw and further advise staff if they have any additional concerns related to the formatting and textual granularity.

The review of the OCP’s formatting and textual granularity is related to Council’s operational strategy to,Adopt and implement updated OCP including all DP Guidelines.”

 

BACKGROUND:

 

At their March 26, 2018 regular meeting, Council expressed concern about formatting irregularities and inconsistent textual granularity within the proposed OCP and asked that staff return to Council before second reading with suggested revisions to both formatting and text to make the OCP more internally consistent. 

 

Staff have reviewed the OCP and made the following changes:

 

-                     The wording of the objectives has been made consistent;

-                     Consistent spacing has been made throughout the document;

-                     All capitalization has been made consistent;

-                     Use of quotations has been made consistent;

-                     The numbering system has been revised so that the hierarchy of numbers represents a consistent hierarchy of text;

-                     The OCP icon has been added to the footer;

-                     Orphaned text has been fixed;

-                     The bar graphs have been updated;

-                     The Corporate logo on the cover has been updated;

-                     There is now a consistent use of bullets vs numerals;

-                     All Roman numerals have been replaced by standard numbering;

-                     Hyphen use has been corrected throughout;

-                     The numbering in Sections 16 and 19 have been corrected;

-                     The Regional Context Statement has been moved to the beginning of the document;

-                     Section title pages have been inserted to help to organize information into four categories; and

-                     Consistent keylines have been added around photographs.

 

In addition to the above noted changes, any other suggestions that Council has made, such as adding a policy summary at the beginning of the document, will be proposed as  amendments when the OCP is brought back to Council for second reading.  It should be noted that as part of the review process of the OCP after it was given first reading, a number of additional proposed amendments will be presented to Council for consideration at second reading.  These include:

 

-                     Revisions to the Regional Context Statement based on comments recently received from CRD planning staff;

-                     Addition of section dealing with Federal Lands which will consolidate all of the existing sections dealing with Federal Lands into one section;

-                     Adding more detail related to hazard lands and adding development permit guidelines for development within hazardous areas;

-                     Adding supporting text to the “Sand and Gravel” section;

-                     Adding supporting text to the “Infrastructure” section; and

-                     Adding the Heritage Values as an appendix.

 

Staff would appreciate receiving any additional guidance from Council related to amendments Council would like to see brought forward at second reading related to formatting and the granularity of text.

 

 

ISSUES: 

 

1.  Rationale for Selected Option - Staff has responded to Council’s concerns related to formatting and text granularity issues in the OCP as it currently exists.  Staff will bring these changes, and any other changes desired by Council, forward as amendments for Council’s consideration at second reading of the OCP bylaw. 

 

 

2.  Organizational Implications - Making the proposed changes to the OCP does not have any significant organizational implications.

 

 

3.  Financial Implications - Making the proposed changes to the OCP does not have any significant financial implications.

 

 

4.  Sustainability & Environmental Implications - Making the proposed changes to the OCP does not have any significant sustainability and environmental implications.

 

5.  Communication & Engagement - The proposed OCP has been sent out for review and is available on the Township’s website.  At this stage, the Township is encouraging public review and comment.

 

ALTERNATIVES:

 

1)                     That Council instruct staff to bring forward the suggested revisions to the OCP for Council’s consideration at second reading of the OCP bylaw and further advise staff if they have any additional concerns related to the formatting and textual granularity of the proposed Official Community Plan.

2)                     That Council instructs staff to come back to Council with further revisions before proceeding to second reading of the OCP bylaw.
