SUBJECT:                      Municipal Hall Upper Roof Replacement - Contract Award

 

RECOMMENDATION:

 

Recommendation

That Council award a contract and change orders within the approved budget, for the Municipal Hall upper roof replacement to Flynn Canada for $367,574.00 (excluding GST), as detailed in Staff Report EPW 24-029.

EXECUTIVE SUMMARY:

 

The purpose of this report is to award a contract for the Municipal Hall upper roof replacement.

 

 

BACKGROUND:

 

The Municipal Hall was built in 2003. There are four roof sections, as shown in Attachment 1. In 2022, staff hired a roof consultant to complete a condition assessment and determine necessary repairs. All sections of roofs were identified for full replacement due to extensive blistering occurring. Repairing the damaged sections would be costly and not add significant life to the asset. Sections A, B and C were deemed the highest priority due to extensive damage. Section D (upper roof) is also near the end of its life, but the damage is not as extensive as the other sections. As part of the Financial Plan, $250,000 for replacing Sections A and C was included in 2023 and $400,000 for Section D in 2024.

 

In 2022, Section B was replaced through coordination with the renovations required for the police station. Sections A and C were replaced in 2023.

 

ANALYSIS:

 

A tender was released to replace the upper roof (Section D) on November 12, 2024, and closed November 29, 2024. The tendering process included a mandatory site visit. A total of 4 bids were received. The bids received were:

 

 

 

The bids include two methodologies for roof replacement: torch applied and cold adhesive. Staff requested pricing on both options to increase the competitiveness of the bids. Both methods have a similar lifespan (30-year warranty), but staff prefer torch applied due to the added cure time of 30 days required for cold adhesive. Cold adhesive was used for roof Sections A and C, and the added cure time created logistical challenges, especially when deficiencies were encountered. As such, staff recommend proceeding with using torch applied and award a contract to the low bidder, Flynn Canada, for $367,574.

 

If awarded, construction would start in the spring and be substantially completed by September 30, 2025.

 

Environmental Impact:

 

The contractor will be required to follow all necessary environmental standards.

 

 

OPTIONS:

 

1.                     That Council award a contract, and change orders within the approved budget, for the Municipal Hall upper roof replacement to Flynn Canada for $367,574.00 (excluding GST), as detailed in Staff Report EPW 24-029.

2.                     That Council request additional information from staff.

3.                     That Council provide alternate direction to staff.

The cost of the roof replacement excluding GST of $367,574 is within the approved budget in the 2024-2028 Financial Plan of $400,000.

If approved by Council, staff will notify the successful contractor that they have been awarded the contract.
