TOWNSHIP OF ESQUIMALT MEMORANDUM

MEETING DATE:  November 3, 2025                     Report No. ADM-25-040

TO:                                            Council

FROM:                                           Jonah Ross, Corporate Services Advisor & Deb Hopkins, Director of Corporate Services

SUBJECT:                      2026 Schedule of Regular Council and Committee of the Whole Meetings

INFORMATION:

In accordance with the Community Charter and Council Procedure Bylaw, 2022, No. 3081, Council must annually make available to the public a schedule of the dates, times, and places of Regular Council and Committee of the Whole (COTW) meetings and must also give notice to the public regarding the availability of the schedule of meetings.

The attached draft schedule has been adjusted as outlined by the Council Procedure Bylaw for the annual conventions of the Association of Vancouver Island and Coastal Communities (AVICC), Federation of Canadian Municipalities (FCM), and Union of British Columbia Municipalities (UBCM), and for statutory holidays, Council’s summer recess, and the General Local Election in October. These adjustments ensure that the first and last meeting of each month are Regular Council meetings, and the second meeting of each month is COTW, where feasible. With the accommodations for the Labour Day statutory holiday, timing of the UBCM conference in September, and the election in October, there is a minor reduction to the overall number of annual meetings. The draft 2026 schedule proposes that there will be 20 regular Council meetings and 9 Committee of the Whole meetings. For comparison, in 2025, 22 regular Council meetings and 11 regular Committee of the Whole meetings are included in the schedule.

Once approved by Council, notice of the availability of the 2026 Schedule of Regular Council and COTW meetings will be posted to the Public Notices section of the Township’s website, linked in an e-mail notification for distribution through the Public Notice subscription service, and advertised in the Victoria News. The 2026 schedule of meetings will also be posted to the Municipal Hall and Recreation Centre Notice Boards and the Township’s calendar of events and applicable webpages, as well as on the Legistar meeting website.
