RECOMMENDATION:
Recommendation
That Council approve Development Permit No. DP000135, Amendment No. 4.

EXECUTIVE SUMMARY:
The applicant is proposing amendments to the approved Development Permit No. DP000135. This application includes minor amendments to the exterior of the building. Moreover, the application includes amendments to the landscape plan.
BACKGROUND:
Council approved DP000135 on March 16, 2020. At the meeting, Council had questions relating to the timing of the demolition of the existing building and the selection of public art for the eastern wall on the proposed building. Moreover, Council made a motion for the applicant to return to Council to seek an amendment to Development Permit DP000135 for the public art to be placed on the eastern wall.
Chronology:
• February 12, 2020 - Design Review Committee review
• March 16, 2020 - Council Approval of DP000135
ANALYSIS:
The proposed amendments to Development Permit No. DP000135 include:
• Addition of exterior walls for electrical and mechanical outlets
• Modification of several of the exterior cladding materials from stucco to metal
• Elimination of large growing plants on the patio
o Replacement with concrete planters to reduce water penetration
• Replacement of concrete planters with prefabricated planters on the rooftop patio to reduce their load on the structure
• Increase in the number of plants in both patios
OPTIONS:
1. That Council approve Development Permit No. DP000135, Amendment No. 4.
2. That Council deny Development Permit No. DP000135, Amendment No. 4 with reasons.

Housing
FINANCIAL IMPACT:
The request for decision has no significant financial implications.
COMMUNICATIONS/ENGAGEMENT:
As this is an application to amend an approved Development Permit requiring no variances, the Local Government Act does not require that notification be provided.
TIMELINES & NEXT STEPS:
This decision will complete the Development Permit process.
