SUBJECT: Esquimalt Road Bus Stop and Limited Time Parking - Traffic Orders
RECOMMENDATION:
Recommendation
That Council approve/rescind the Parking Restriction Traffic Orders detailed in Staff Report EPW-24-018 for the following:
• Approve Traffic Order 1354 for “Bus Stop” on the south side of Esquimalt Road commencing at a point 9m east of the intersection of Esquimalt Road and Constance Avenue extending 22m east;
• Approve Traffic Order 1355 for “Limited Time Parking” Monday to Saturday 9:00 a.m. to 5:00 p.m. on the south side of Esquimalt Road commencing at a point 9m west of the intersection of Esquimalt Road and Admirals Road extending 31m west;
• Rescind Traffic Order 1079; and
• Rescind Traffic Order 1081.

EXECUTIVE SUMMARY:
The purpose of this report is to install a new eastbound bus stop on Esquimalt Road east of Constance Avenue as there is currently no stop near the Esquimalt and Admirals intersection for certain bus routes.
BACKGROUND:
For buses on Routes 46 and the planned Route 40 that leave Dockyard travelling east on Esquimalt Road and then north on Admirals Road, there is no bus stop between Sturdee Street and Woodway Road. This leaves a significant gap in the network for users trying to access bus services near the Esquimalt and Admirals intersection. As such, BC Transit requested a new bus stop near this intersection to maintain desired spacing of bus stops. Due to the new Bus Stop zone the existing Limited Time Parking will need to be reduced along Esquimalt Road. In addition, an overlapping Traffic Order (1081) for a Loading Zone will be removed.
ANALYSIS:
Staff reviewed the bus stop request from BC Transit and determined the optimal location is on the east side of Constance Avenue. A location on Admirals Road north of Esquimalt Road was considered but eliminated due to space constraints.
These changes will be achieved through paint changes and the implementation or rescinding of the following Traffic Orders:
• Approve Traffic Order 1354 for “Bus Stop” on the south side of Esquimalt Road commencing at a point 9m east of the intersection of Esquimalt Road and Constance Avenue extending 22m east;
• Approve Traffic Order 1355 for “Limited Time Parking” Monday to Saturday 9:00 a.m. to 5:00 p.m. on the south side of Esquimalt Road commencing at a point 9m west of the intersection of Esquimalt Road and Admirals Road extending 31m west;
• Rescind Traffic Order 1079 for “One Hour Parking Only”, Monday to Saturday, 9:00 a.m. to 5:00 p.m. on the southerly side of Esquimalt Rad, commencing 7.0 metres east of Constance Avenue and extending easterly to a point 19 metres west of the intersection with Admirals Road;
• Rescind Traffic Order 1081 for “General Loading Zone” permitting parking for a maximum of fifteen (15) minutes between the hours of 9:00 a.m. and 5:00 p.m., Monday through Saturday, on the southerly side of Esquimalt Road, commencing 12 metres west of the intersection with Admirals Road and extending 7 metres westerly.
Signage will be installed as per Part IV, Division 1, section 14 (j) of the Streets and Traffic Regulation Bylaw, 2017, No. 2898.
OPTIONS:
1. That Council approve/rescind the Parking Restriction Traffic Orders detailed in Staff Report EPW-24-018 for the following:
• Approve Traffic Order 1354 for “Bus Stop” on the south side of Esquimalt Road commencing at a point 9m east of the intersection of Esquimalt Road and Constance Avenue extending 22m east;
• Approve Traffic Order 1355 for “Limited Time Parking” Monday to Saturday 9:00 a.m. to 5:00 p.m. on the south side of Esquimalt Road commencing at a point 9m west of the intersection of Esquimalt Road and Admirals Road extending 31m west;
• Rescind Traffic Order 1079; and
• Rescind Traffic Order 1081.
2. That Council request additional information from staff.
3. That Council provide alternate direction to staff.

FINANCIAL IMPACT:
The Traffic Order implementation, paint changes, and enforcement can be accommodated within the current operational budgets for the various departments that will be involved in the issuing of the Traffic Order.
COMMUNICATIONS/ENGAGEMENT:
Once approved, due to the relative effect of this traffic order, no prior public notification will be issued, temporary no parking signs will be installed to facilitate the work.
TIMELINES & NEXT STEPS:
Once approved, staff will implement signage based on operational availability.
