Title: Early Budget Approval Request

REQUEST FOR DECISION

DATE:                       January 31, 2017                     Report No. P&R-17-002

TO:                       Laurie Hurst, Chief Administrative Officer

FROM:                      Scott Hartman, Director of Parks and Recreation Services

SUBJECT:

Title

Early Budget Approval Request

End

RECOMMENDATION:

Recommendation

That Council award early budget approval of $24,000 for two new pool pumps and $18,000 for a replacement pool filter within the 2017-2021 Financial Plan.

Body

RELEVANT POLICY:

Financial Plan 2017-2021

STRATEGIC RELEVANCE:

Council’s Operational Strategies 2015-2019 identifies the repair, replacement and upgrades of parks and recreation infrastructure as a strategic priority.

BACKGROUND:

The annual budget schedule allows for budget adoption in May. In order to facilitate the repair of pool equipment during the scheduled annual maintenance shutdown in June 2017 the replacement equipment will need to be ordered and received prior to the May adoption deadline.

ISSUES:

1.  Rationale for Selected Option

The replacement of two pool pumps and one pool filter require early budget approval in order to ensure that their installation can be completed during the planned seasonal shut down in June. To ensure that this equipment is on site and ready for installation in June, the order must be placed before the corporate budget is officially approved in May.

2.  Organizational Implications

Departmental work plans have been adjusted to include the work associated with         this decision.

3.  Financial Implications

The $24,000 for the two pool pumps and the $18,000 for the pool filter would appear as one time supplemental items within the 2017-2021 Financial Plan and would be funded through property taxation.

4.  Sustainability & Environmental Implications

There are no sustainability or environmental implications associated with this decision.

5.  Communication & Engagement

There are no communication or engagement requirements associated with this decision.

ALTERNATIVES:

1)                     That Council award early budget approval of $24,000 for two new pool pumps and $18,000 for a replacement pool filter within the 2017-2021 Financial Plan.

2)                     That Council not approve early budget approval.
