BACKGROUND:

 

 During the 2020 committee recruitment process, staff discovered some inconsistencies with the beginning and end dates for appointed committee members.  We found that many members of both the Advisory Planning Commission (APC) and APC Design Review Committee had been appointed two year terms beginning on July 1st and ending June 30th, consistent with the Environmental Advisory Committee (EAC) and the Parks and Recreation Advisory Committee (P&RAC) but inconsistent with the relevant bylaw. The APC and DRC are both governed by the Advisory Planning Commission Bylaw which states membership terms begin January 1st to December 31st. The EAC and P&RAC are governed by Council Policies ADMIN-47: Terms of Reference - Environmental Advisory Committee and ADMIN-51: Terms of Reference - Parks and Recreation Advisory Committee. All 2020 newly re-appointed and appointed committee members of all committees have been appointed terms beginning July 1st and ending June 30th.  In addition, certain text amendments within the bylaw also require revision for consistency numbering in the Official Community Plan Bylaw, 2018, No. 2922.

 

ISSUES: 

 

1.  Rationale for Selected Option

This change to the beginning and end dates of a term for APC and DRC committee members would provide consistency with all Council appointed committees.

 

Section 24 (a) is amended to reflect the revised numbering of development permit areas in the new Official Community Plan.  Specifically, “Development Permit Area No. 5 - Enhanced Design Control Residential”, in the old Official Community Plan became, “Development Permit Area No. 3 - Enhanced Design Control Residential”, in the new Official Community Plan.

In addition, a new subsection, namely subsection “(e)”, is added to Section 24 to clarify that; in addition to form and character of development,  the Design Review Committee will also advise Council on matters contained in Development Permit Area No. 1 - Natural Environment, Development Permit Area No. 7 - Energy Conservation and Greenhouse Gas Reduction, and Development Permit Area No. 8 - Water Conservation, associated with  a development permit application for form and character referred to it pursuant to Section 24 (a).
