SUBJECT:                      Development Variance Permit Application - 1073 Colville Street - Staff Report No. APC-26-016

 

RECOMMENDATION:

 

Recommendation

That the Advisory Planning Commission recommend that Council approve, approve with conditions, or deny the Development Variance Permit DVP00187 to authorize a minimum lot size reduction for the purpose of creating one additional lot through subdivision, including reasons for the recommendation.

EXECUTIVE SUMMARY:

 

The applicant wishes to subdivide the double-fronting lot to create one additional lot under an RD-1 zoning. The subdivision would create two RD-1 Two Family Residential zoned lots at sizes of 416m2 and 490m2. The minimum lot size in the RD-1 zone is 668m2. Every RD-1 zoned lot (with the exception of those in the Tsunami Hazard Areas) has the potential to have a Small Scale Multi Family Housing (SSMFH) development. The applicant has the intention of creating three units on lot A and four units on lot B.

 

Staff is supportive of the application as it creates two lots of very useable size from a lot that is double-fronting. Single-fronting lots uses Esquimalt’s infrastructure most efficiently.

 

 

BACKGROUND:

 

The applicant has a current subdivision application which requires this variance to enable.

 

ANALYSIS:

 

Staff is supportive of the application as it creates two reasonably-sized single-fronting lots which are each able to support either duplex or SSMFH use. There are no bylaw-protected trees on the site.

  

 

OPTIONS:

 

1.                     That the Commission recommend that Council approve the Development Variance Permit application including reasons for the recommendation.

 

2.                     That the Commission recommend that Council approve the Development Variance Permit with conditions, including reasons for the recommendation.

 

3.                     That the Commission recommend that Council deny the Development Variance Permit with conditions, including reasons for the recommendation.
