SUBJECT: Archie Browning Sports Centre Roof Replacement - Contract Award
RECOMMENDATION:
Recommendation
That Council authorize awarding the contract for the Archie Browning Sports Centre Roof Replacement to Top Line Roofing LTD for $269,000 (excluding GST).

EXECUTIVE SUMMARY:
The Archie Browning Sports Centre Roof Replacement Tender has been completed and the contract needs to be awarded.
BACKGROUND:
This phase of the Archie Browning Sports Centre Roof Replacement is part of the 2023-24 Capital Budget. Phase one of the project was completed in early 2020 and this second phase of the project accompanies the installation of a new dehumidifier and cooling tower at Archie Browning.
A tender was issued for installation of a new torch applied, modified bituminous membrane roof on January 23, 2024. A mandatory site meeting was held on January 31, 2024, with 5 eligible contractors attending. The tender closed on February 14, 2024, and the Township received two eligible bids.
ANALYSIS:
The two eligible bids were reviewed and evaluated, and it was determined that Top Line Roofing LTD should be the successful bid.
Staff and the consultant evaluated the bids and determined that the bid from Top Line Roofing LTD met all the requirements and was the lowest bid. In accordance with the Purchasing and Disposal Bylaw, expenditures above $250,000 require Council approval. Based on the results of the tendering process, staff recommend that Council authorize the award of the contract to Top Line Roofing LTD.
OPTIONS:
1. That Council authorize awarding the contract to Top Line Roofing LTD for the Achie Browning Roof Replacement for $269,000 (excluding GST).
2. That Council provide alternate direction to staff.
